The region's flood victims can get free legal advice from lawyers on questions ranging from eviction and bankruptcy to appealing a decision by the Federal Emergency Management Agency. Members of local and state bar associations and their lawyer-referral services are providing a free 30-minute consultation with a volunteer lawyer either in person or by telephone, bar association officials said. Broome County residents will be helped by members of the Broome County Bar Association, which has its own lawyer-referral service. Victims who live in counties without referral services -- including Tioga, Delaware and Chenango -- can go to the state Bar Association for free help, said Kathryn Grant Madigan, a Vestal attorney and president-elect of the state Bar Association.
