State lawyers at the Kiruki Commission have recommended that the Artur brothers be brought back in the country and charged with robbery with violence. Assisting counsel Mrs Dorcas Oduor and Mr Warui Mungai also said the brothers should be held liable for handling stolen property, possessing firearms without a certificate and forgery. They should also be sued for being in possession of unaccustomed goods and operating communication equipment without a licence. The foreigners should be interrogated, statements recorded, fingerprints and photographs taken before deportation. Their passport and other travel documents should be stamped "prohibited immigrants" and the information on their deportation circulated, through Interpol, to other countries. The Immigration Department and the police should then retain evidence showing the deportation.
