Assisting counsel at the Kiruki Commission of Inquiry have recommended for the arrest and prosecution of the Artur brothers if they return to Kenya. Dorcas Oduor and Warui Mungai say their findings show that the Armenian brothers committed a myriad of criminal offences while in the country and need to face the law. They have also suggested the implementation of digital technology for Kenyan visas, because the existing system is prone to forgeries, and have as a result been unable to determine whether visas held by the Armenians were genuine. They went ahead to fault the process of vetting foreigners applying for work permits, and want stringent measures enacted to ensure adequate vetting. The Assisting Counsel have also recommended further investigation and prosecution of Kenya Revenue Authority officials who are responsible for the evasion of duty by the Artur brothers.
