(AP) - A challenge aimed at keeping a controversial government spending limit off Nevada's Nov. 7 ballot was rejected Monday by a lower court judge - but legal wrangling over the plan is far from over. Carson City District Judge Bill Maddox ended a four-hour hearing by saying he wouldn't block the Tax and Spending Control initiative. The plan's critics said they'd appeal to the state Supreme Court, and also said they've given prosecutors evidence of criminal fraud by initiative signature-gatherers. While Maddox kept TASC on the ballot, he said the proposed constitutional amendment would make major changes in the way government operates and he hoped Nevadans would closely study the plan rather than just read "bullet points" highlighting what it does.
