Houston's immigration judges apparently are exceptions to their counterparts nationwide, who showed a broad variation in the rate at which they granted asylum to immigrants claiming to be fleeing persecution in their home countries, according to a study released Monday. The study found that the percentage of denied asylum requests ranged from 96.7 percent for a judge in Miami to 9.8 percent for a judge in New York City. .
