HALIFAX (CP) - Nova Scotia's cabinet wove a chaotic web of absurd regulations in a desperate attempt to block large grocery stores from opening on Sundays, lawyers for two grocery chains argued Thursday as they concluded their case against the province's Sunday shopping ban. Loblaws lawyer John Keith asked Nova Scotia Supreme Court Justice Peter Richard to quash regulations under the Retail Business Uniform Closing Day Act that require most outlets with more than 4,000 square feet of retail space to close on Sundays. Keith said the provincial cabinet did not have the authority to introduce such a restriction without legislative approval. "This case is about two corporate citizens who have the temerity to challenge the regulatory authority of a (cabinet) so steeped in a 20-year tradition of regulatory abuse .? .? .
