Since the Swift & Co. raids on Tuesday, immigration lawyers have accused U.S. Immigration and Customs Enforcement, known as ICE, of violating its own rules for how it treats individuals, saying that many were transported out of state before they had access to a lawyer. Here are ICE's detention standards, based on the department's operations manual found at www.ice.gov/partners/dro/opsmanual/index.htm: "In deciding whether to transfer a detainee, ICE will take into consideration whether the detainee is represented before the immigration court. In such cases, field office directors will consider the detainee's stage within the removal process, whether the attorney of record is located within reasonable driving distance of the detention facility and where immigration court proceedings are taking place."
