Rosen is admitted to practice law in all state courts in Virginia, Maryland and the District of Columbia as well as The United States Supreme Court, United States Forth Circuit Court of Appeals, United States District Courts for the Eastern and Western District of Virginia and United States District Court of Maryland.

He was selected by the Attorney General of Virginia as outside counsel in defense of claims asserted against the Commonwealth of Virginia and its agencies. He defended over 300 cases alleging Civil Rights and Title VII claims, including claims of wrongful death, excessive force and failure to provide adequate medical care to prisoners. He obtained favorable court decisions for the insurance industry in the area of premises liability and insurance coverage issues and has over 50 published reported cases in federal and state case reports.

He is a Former Assistant Commonwealth’s Attorney and a frequent Lecturer to Virginia Association of Regional Jails and Virginia Sheriff’s on issues relating to Litigation, Employment Law, and Medical Malpractice Issues.
