Ms. Kong-Sivert is a second-generation Jamaican immigrant. She holds a Bachelor of Arts in English from Grinnell College in Iowa and received the degree of Juris Doctor from the University of Iowa College of Law. She is admitted to practice before the Court of Appeals of Maryland, the U.S. District Court for Maryland, and the U.S. Supreme Court.
Ms. Kong-Sivert began her career in policy, clerking for U.S. Rep. Diane E. Watson (then State Senator), in California, which led to positions as Bill Drafter/ Committee Counsel to the Maryland legislature and Constituent Services Representative (State Department/ INS) for U.S. Sen. Barbara A. Mikulski. Ms. Kong-Sivert clerked for Bryan & Jupiter (then Bryan, Jupiter, Lewis & Blanson), in Louisiana and Soble Intl. Law (then Office of BMW Kahari) in Zimbabwe, before joining the civil litigation practice of Scurti & Gulling (then Mark F. Scurti) in Maryland.
Focusing on immigration, Ms. Kong-Sivert then served as Director of Legal Services for Lutheran Immigration and Refugee Services, and later the Refugee Program for Amnesty International USA. She headed the asylum and litigation sections of the immigration department at the Virginia firm of Hadeed & Sexauer (then Becker, Hadeed, Kellogg & Berry) and the adjustment of status department of the Arizona firm of Litter Global (then Litter, Mendelson, Bacon & Dear).
